Intercity bus services PPP in the Kingdom of Saudi Arabia

ALG was appointed by the Transport General Authority (TGA) to assess the liberalisation of Saudi Arabia's intercity bus market, which had been operated by SAPTCO as a monopoly since 1978. The aim of the liberalisation was to improve service quality, enable competition, and integrate bus services with other transport modes.

ALG's role included reviewing the current network, defining service specifications, and developing new concession agreements and tender documents. The project involved market analysis, designing a new intercity bus network, demand forecasting, and supporting the tender process. Key lessons learned emphasized the importance of balancing service levels with economic viability and offering opportunities for private-sector participation. The tender process was successful, with high-quality bids expected to improve service and attract new passengers.

ALTERNATIVES FOR THE PROVISION AND MAINTENANCE OF HIGH-SPEED ROLLING STOCK

Alternatives for the provision and maintenance of high-speed rolling stock

Euskotren required a detailed analysis of options for providing and maintaining high-speed rolling stock for the Basque high-speed rail network. ALG was tasked with evaluating procurement options, maintenance models, and the associated risks and benefits.

The project was divided into three phases: market study, procurement alternatives, and the definition of the procurement and maintenance model. ALG's analysis included defining rolling stock requirements, benchmarking case studies, identifying procurement strategies, and assessing risks. The resulting comprehensive document outlined procurement and maintenance options, with recommendations for contract structuring and risk mitigation, helping Euskotren make informed decisions for the high-speed rail infrastructure

ROAD SECTOR STRATEGY AND ROAD MASTER PLAN FOR SAUDI ARABIA

Road sector strategy and road master plan for Saudi Arabia

ALG, as part of a consultant consortium, developed Saudi Arabia’s Road Sector Strategy and Road Master Plan. The country aims to enhance connectivity and infrastructure quality as part of Vision 2030. ALG analyzed the current road network and compared it with future mobility needs and global best practices.

The proposed plan focuses on seven pillars: new road development, expansion, quality enhancement, safety, technology adoption, electrification, and environmental actions. The outcome included a National Master Plan with a 20-year traffic forecast, investment estimates, socioeconomic benefits, and private sector participation opportunities.

T-mobilitat – Unified fare collection system for public transport in Barcelona

ALG supported Indra in the implementation of the T-Mobilitat system, an integrated contactless fare collection solution for the Barcelona Metropolitan Area. The project aimed to streamline transport ticketing across buses, trains, trams, and other services by replacing 80 ticket types with a single system that adapts fares based on travel routes and congestion.

ALG's role included advising on the design, development, and deployment of the system, ensuring seamless integration with operators like TMB, RENFE, FGC, and TRAM. Key tasks involved defining technical requirements, supporting pilot phases, and managing training and knowledge transfer. The first version of the system launched successfully in December 2021, achieving rapid user adoption and growing numbers of validations.

DIAGNOSTIC STUDY OF RAILWAY CONCESSIONS IN SUB-SAHARAN AFRICAN (SSA) COUNTRIES

Diagnostic study of railway concessions in Sub-Saharan African (SSA) countries

ALG was engaged by the African Development Bank (AfDB) to propose a revitalization strategy for Sub-Saharan Africa’s railways. With historical underinvestment and mixed outcomes from past concessions, the study aimed to address the critical need for sustainable rail transport systems to support economic growth and regional integration.

ALG analyzed existing concession models and financing arrangements across eight countries, including Botswana, Kenya, and Senegal. Key recommendations included designing sustainable concession frameworks, exploring public-private partnership (PPP) models, and enhancing the institutional and regulatory environment. The study emphasized the necessity of targeted investment in infrastructure renewal and a reevaluation of how passenger and freight services coexist.

Impact: ALG’s findings provided actionable insights for AfDB, highlighting opportunities for new rail projects and positioning rail transport as a cornerstone for Africa’s development.
